대한민국은 세 번의 인구절벽을 거쳐 급격한 인구감소 추세를 보이며, 22년 기준 합계출산율이 0.78로 심각한 저출산 위기를 직면하고 있습니다. 저출산, 인구감소의 영향으로 학령인구・병역인구・생산인구 감소, 고령화, 지역소멸 등의 문제가 발생하고 있습니다. 이에 대응하기 위해 ’06년부터 4차례 5개 년 기본계획을 수립하고, 16년간 저출산 대응 예산을 280조 투입하였으나, 저출산 추세는 심화되었습니다.
이는 종래의 정책들이 저출산 목표와 대책의 불명확성으로 백화점식으로 나열되어 예산 효율, 효과성, 체감도가 낮았기 때문입니다. 그리하여 윤석열 정부의 인구정책은 공정성, 유연성, 지속가능성 3가지 원칙하에서 선택과 집중, 사각지대 격차・수급 불균형 해소, 구조개혁・인식개선, 정책 추진기반 강화를 위한 추진전략을 설정하였습니다.
특히, 3월 28일, 7년 만에 대통령이 주재하는 제1차 저출산고령사회위원회 본회의를 개최하면서, 저출산 정책 추진 목표를 "결혼・출산・양육이 행복한 선택이 될 수 있는 사회 환경 조성"로 명확하고 하고, 5가지 핵심분야인 돌봄・교육, 일・육아병행, 주거, 양육비용 지원에 정책적 역량을 집중하기로 하였습니다.
윤석열 정부의 인구정책은 저출산 완화 중심 정책뿐만 아니라 적응 정책과 기획 정책까지 포괄할 계획입니다. 이를 위해 인구정책 상설 범부처 협의체인 “인구정책기획단”을 구성하고 운영하고 있습니다.
인구위기는 사회 전체의 구조적 문제이기 때문에, 정책도 중요하지만, 지속가능한 대한민국의 미래를 위해 기업, 언론, 종교, 민간단체 등 사회 전체가 협력하여, 세대・성별・지역을 불문하고 전 사회적인 인식과 문화의 대전환이 필요함을 강조하고자 합니다.
The Republic of Korea is confronted with a severe demographic crisis, marked by a total fertility rate of 0.78 as of 2022, a notable decrease in population driven by three distinct population cliffs. The impact of low birthrates and the resulting population decline has led to diminishing numbers of school-age, military-eligible, and working-age populations, alongside the effects of an ageing society and regional decline.
In response to this issue, the Korean government has established four sets of five-year fundamental plans since 2006 and allocated 280 trillion won over the span of 16 years to combat the downward spiral in birth rates, but the trend has only intensified. This stems from a lack of clarity and consistency in previous policies in terms of policy goals and countermeasures, resulting in inefficient budget allocation, low effectiveness, and weak public perception.
Against this backdrop, the Yoon Suk Yeol administration's population policy has set forth a strategy for implementation under the three principles of fairness, flexibility, and sustainability. This strategy involves selecting and focusing on key areas, addressing blind spots and disparities, balancing supply and demand, undertaking structural reforms, and enhancing awareness to strengthen the foundation for policy implementation.
In particular, on March 28, the first plenary session of the Presidential Committee on Ageing Society and Population Policy was held, presided by the President in seven years, clarifying the common goal of promoting policies to mitigate low birthrates as "creating a social environment where marriage, childbirth, and childrearing can be happy decisions.” The government has also decided to focus its policy efforts on five key areas: care and education, work-family balance, and support for
housing childcare costs.
The population policy under the Yoon administration encompasses not only policies to address low birthrates but also adaptive and strategic policies. To this end, a permanent inter-ministerial council on population policy called the "Population Policy Planning Team" has been formed and is in operation.
Given that the demographic crisis is an issue affected by the entire social structure., it needs to be emphasized that not only are related policies important, but also that collaboration from all sectors such as business, media, religion, and civic society is crucial to ensuring a society-wide shift in perceptions and culture, regardless of generation, gender, and region, on the road toward a more sustainable future.
